How to access a file download.  Once you click on a file in the portal, that file is downloaded to your computer.  Access the download by (1) clicking on the download arrow on your browser's tool bar, (2)  choose the stack ellipses > downloads > your file or (3) open the "downloads" folder in your computer's file manager.
